Allan Beatty
Allan Beatty is an Associate Appraiser with Kent-Macpherson Appraisals based in Kelowna, BC. Previously, he was Manager of the Real Estate Division of Suncorp Valuations. Active in the appraisal community, Allan has served on the Board of Directors of the Appraisal Institute of Canada (AIC), as both a Director and National President, and he was also a Trustee with The Appraisal Foundation. He currently serves as Chair of the National Appeals Committee and is an approved lecturer for the Professional Standards seminar. Allan holds his Accredited Appraiser Canadian Institute (AACI) designation, and carries the rank of Fellow of the AIC. He is re-appointed to the Property Assessment Appeal Board in January 2018.
John Bridal
John Bridal is the Associate Director in the Real Estate Division, Sauder
School of Business at UBC. He is responsible for overseeing the development and
delivery of the Division’s distance education real estate courses. He is an Honours
graduate from UBC with a Bachelor of Commerce in Urban Land Economics. He also holds
a Master of Education from UBC. He is a member of the Real Estate Institute of BC
and has been with the Property Assessment Appeal Board since February 2003.
Winton Derby, Q.C.
Winton Derby practiced as a litigator in corporate, commercial, securities, family and administrative law and spent over 40 years at a national law firm, heading the Litigation group in the Vancouver office. He was called to the British Columbia Bar in 1965 and appointed Queen’s Counsel in 1986. Winton was general counsel at a large restaurant chain and at a Vancouver based investment firm. His experience includes acting on professional negligence, contract, personal injury, property, slander and family matters. Winton has represented clients in numerous mediations and arbitrations and currently is a mediator and arbitrator at a Vancouver law firm. He was appointed to the Property Assessment Appeal Board in February 2014.
Larry Dybvig
Larry Dybvig holds professional designations from the Canadian and US Appraisal Institutes and the Royal Institute of Chartered Surveyors. He has been in real estate appraisal since 1977 in Saskatchewan and BC. More recently, he worked as a fee appraiser, first with an international valuation-consulting firm and at Grover Elliott & Co. Ltd., where he is presently the President and principal. His work is multifaceted, with an emphasis on appraisal, appraisal review and consulting in matters of dispute or litigation. Larry has also worked as a consultant with UBC on the professional appraisal courses it delivers on behalf of the Appraisal Institute of Canada. Larry is a member of the BC Arbitration and Mediation Institute and is on the Tangible Assets Board of the International Valuation Standards Council. He was appointed to the Property Assessment Appeal Board in November 2012.
Dianne Flood
Dianne Flood is a graduate of the University of Manitoba, Faculty of Law, and has extensive experience in property assessment having served as Vice Chair of Manitoba's Municipal Board and as Vice Chair and subsequently Chair of BC’s Property Assessment Appeal Board. Dianne's career also includes appointments as an Assistant Deputy Minister, Manitoba Intergovernmental Affairs, and as the Executive Director of BC's Administrative Justice Office. She has delivered a wide variety of administrative justice education and training programs within government, at the Universities of Victoria and Manitoba, and various other organizations. Dianne is now semi-retired and is a hearing delegate of the General Manager, BC Liquor Licensing Branch. She was reappointed to the Property Assessment Appeal Board in November 2012.
Robert Fraser
Robert Fraser has been appointed as part time Member of the Board effective August 19, 2016. Rob Fraser was a member of the Board by way of special appointment and will now be a member by way of an OIC appointment. He is also currently a part-time member of the Surface Rights Board, and before retirement was the Vice Chair of the Surface Rights Board and the Property Assessment Appeal Board. Rob has over twelve years of full time experience and training in adjudication and decision writing, mediation, arbitration and negotiation with an emphasis on appropriate dispute resolution. Rob is trained in administrative law, conflict resolution, real property valuation and property tax disputes. In the past he did doctoral studies specializing in micro-demographic models, owned and managed a real estate company and was active in organized real estate and civic planning.
Erin Frew (Vice Chair)
Erin Frew has been appointed Vice Chair of the Property Assessment Appeal Board and will start with the Board August 15, 2016. Erin Frew holds her Juris Doctorate from the University of British Columbia. Erin was admitted to the BC bar in 2011. Prior to her appointment to the Property Assessment Appeal Board, Erin gained experience in quasi-judicial proceedings as an arbitrator for the Residential Tenancy Branch. In the past, Erin was an associate lawyer for Thorsteinssons LLP and assisted judges and legal officers at the United Nations International Criminal Tribunal for Rwanda. Erin is active in her community as a yoga outreach instructor for St. Paul's Hospital, volunteer for the WISH Drop-In Centre Society and assistant for the Documentary Media Society’s annual festival.
Jeffrey Hand
Jeffrey Hand is a practicing lawyer and Managing Partner at Singleton Urquhart, Legal
Counsel. He has appeared at all levels of Court in BC and has a broad range of experience
in resolving commercial disputes, with particular emphasis on construction and professional
liability. Jeff is a member of the BC Arbitration and Mediation Institute and a Chartered
Arbitrator of the ADR Institute of Canada. He is also a member of the CDRS, International
Panel of Construction ADR Specialists, an organization that provides mediation and
arbitration services to the construction industry. Jeff is on the mediation roster for
WorkSafe BC disputes and is an Adjunct Professor at UBC’s Faculty of Law. He was
appointed to the Property Assessment Appeal Board in January 2010.
Mandy Hansen
Mandy Hansen is presently the Principal of Insight Specialty Consulting, a project management and real estate strategy firm. Previously, she was a Senior Associate for Ernst & Young, a Senior Portfolio Analyst for BC Housing and an Appraiser for BC Assessment. Mandy carries her RI designation as a real estate professional from the Real Estate Institute of BC. She has a Master of Science (Public Administration and Development) from the University of Birmingham and a Bachelor of Business (Real Estate) and Diploma in Urban Land Economics from UBC. Mandy was appointed to the Property Assessment Appeal Board in December 2014.
Chris Hope
Chris Hope is a practicing lawyer in Vancouver. He is originally from the Kispiox
Valley in northern B.C. He attended the University of Victoria and was called to
the Bar of British Columbia in 1999. He worked as a lawyer for several years in
Squamish and Whistler before moving to Vancouver in 2003, where his practice currently
focuses on litigation and insurance matters. Chris regularly appears as counsel
at all levels of court in British Columbia. He was appointed to the Property Assessment
Appeal Board in 2008.
James Howell (Vice Chair)
James Howell obtained his law degree from UBC. He worked for a public interest organization involved in the Mackenzie Valley Pipeline Inquiry and National Energy Board hearings before he was admitted to the BC Bar in 1979. James practised law and appeared at all levels of court in BC as well as before a variety of administrative tribunals. He was a vice chair at the Workers’ Compensation Appeal Tribunal and an arbitrator at the Residential Tenancy Branch for the past 10 years. James was appointed to the Property Assessment Appeal Board in February 2017.
Howard Kushner
Howard Kushner is a practicing lawyer in Vancouver. He is a member of both the Law Society of British Columbia and the Law Society of Alberta. Howard has extensive experience in administrative law, having taught at the Faculty of Law,
University of British Columbia and the Faculty of Law, University of Alberta and practiced in the area for over 15 years. Howard was the first Chief Legal Officer of the Law Society of British Columbia and the Deputy Executive Director –
Regulation with the Law Society of Alberta. Prior to that, Howard was the Ombudsman for the Province of British Columbia. He was appointed to the Property Assessment Appeal Board in February 2014.
David Lee
David Lee is a retired Deputy Assessor for the City of Vancouver, North Vancouver, West Vancouver, Squamish, Whistler, various Indian Bands, and other jurisdictions for BC Assessment. Previously, he was the Deputy Assessor for Coquitlam, Port Moody, and Port Coquitlam. Dave has taught courses over the years on the topics of advocacy, expert witness, golf course valuation, and office building valuation. Mr. Lee is a retired accredited Professional Appraiser. He was appointed to the Property Assessment Appeal Board in June 2010.
Michael Litchfield
Michael Litchfield is a lawyer, educator and management consultant and is the Managing Director of Thinklab Legal Education and Training. Michael also holds a variety of academic appointments including as the Director of the Business Law Clinic at the University of Victoria, as an Adjunct Professor at the University of British Columbia and as Associate Faculty at Royal Roads University. Michael is a member of the Property Assessment Appeal Board and the Civil Resolution Tribunal and holds a Bachelor of Arts and a Juris Doctor from UBC and a Master of Laws from the University of Victoria. Michael was appointed to the Property Assessment Appeal Board in February 2014.
Bruce Maitland
Bruce Maitland has worked in real estate consulting, appraisals, sales and development
in both the public and private sectors since his 1971 graduation from UBC with a
Bachelor of Commerce and Business Administration majoring in Urban Land economics.
He is a past member of the Professional Division, Real Estate Institute of B.C. He is
a past Vice President of the International Right of Way Association Chapter 10 and
a past member of the Association of Professional Economists of B.C. Bruce was Director
of Real Estate Services for the City of Vancouver responsible for land acquisition,
sales, leasing, development and economic analysis. He was appointed to the Property
Assessment Appeal Board in March 2006.
Robert Metcalf
Bob Metcalf currently works in the Metro Vancouver area as an independent appraiser and consultant. He was previously a Senior Appraiser and Area Assessor at BC Assessment for over 30 years. Bob holds a diploma in Urban Land Economics from UBC. He is a professional member of the Real Institute of BC, and past member the Appraisal Institute of Canada, the International Association of Assessing Officers and the Canadian Property Tax Association. Bob is also an author of numerous publications in his field.
Dale Pope
Dale Pope QC is an experienced Counsel having practised before Courts and Administrative Tribunals for over 35 years. His expertise involves regulatory and administrative board proceedings, civil litigation and public affairs advice. Dale has been appointed Standing Agent of the Attorney General of Canada and has been the Presiding Officer to many Competition Act administrative proceedings. Active in the community, he served as Chair for the Vancouver Public Library Trust, as a member of the Molson Indy Vancouver Advisory Group and as a board member of the Touchstone Theatre Society. Currently, he is a member of the Board of Odd Squad Productions an organization educating youth about the dangers of drug use. Dale holds a Bachelor of Arts and Bachelor of Laws from the University of Windsor. He was appointed to the Property Assessment Appeal Board in June 2010.
Simmi Sandhu is trained as a lawyer, and was called to the BC Bar in 1990. Her areas of practice included administrative law, civil litigation, corporate/commercial law and real estate transactions. In addition, she has extensive experience in quasi-judicial proceedings, having acted as a chair of the Board of Referees for over six years. She also has training and experience in conflict resolution and mediation. Simmi is on the Board of Directors of the British Columbia Council of Administrative Tribunals as well as an instructor for BCCAT. She was appointed as the Vice-Chair of the Property Assessment Appeal Board from 2001 to 2015 after which was appointed as Acting Chair and now Chair and CEO of the Board.
Jeremy Sibley is employed in commercial banking at a major bank working in commercial and residential real estate. He sits as a director with the BC Council of Administrative Tribunals and the Chamber of Commerce. Jeremy was appointed to the Employment and Assistance Appeal Tribunal in 2008 where he continues to serve as a panel chair. In Chilliwack, he volunteers for an organization teaching financial literacy for students. He has completed his education at The University of the Fraser Valley. He was appointed to the Property Assessment Appeal Board in February 2014.
Audrey Suttorp
Audrey Suttorp is an accredited appraiser (AACI). She graduated from UBC with a Commerce degree, specializing in Urban Land Economics. Audrey worked as a commercial real estate appraiser in Vancouver, covering a wide range of appraisal assignments throughout British Columbia. She was a member of and chaired the Advisory Planning Commission in the City of New Westminster for several years. Audrey has been involved with the UBC Real Estate Division as a Course Specialist, consultant and course tutor since 1992. She was appointed to the Property Assessment Appeal Board in March 2006.
Kenneth Wm. Thornicroft
Kenneth Wm. Thornicroft is Professor of Law and Employment Relations with the Gustavson School of Business at the University of Victoria. He holds a law degree from UBC and a doctorate in Labour and Human Resource Policy/Employment Law from the Weatherhead School of Management, Case Western Reserve University in Cleveland, Ohio. Ken's professional practice is restricted to arbitration and alternative dispute resolution. He has been a member of the Property Assessment Appeal Board since February 2003.
Bruce Turner
Bruce Turner is President of Heuristic Consulting Associates, providing property assessment, policy and technical advisory services. Previously, he was a vice president with BC Assessment responsible for assessment policy, valuation & legislative services. Bruce works with UBC in developing senior level course materials for their Bachelor of Business in Real Estate program. He received his Master of Business Administration from Royal Roads University. He is a fully accredited member of the Appraisal Institute of Canada and serves as a director on the Comox Valley Economic Development Society. Bruce was appointed to the Property Assessment Appeal Board in December 2014.
Candace Watson
Candace Watson has a BA in History from SFU. She entered the real estate appraisal field in 1972 working initially for Macaulay, Nicolls, Maitland (now Colliers) and moved to Cumberland Realty Group as a senior appraiser in 1978 becoming the first female ICI appraiser in Vancouver. Candace set up her own company in 1983 appraising a wide range of ICI property types with a particular focus on the valuation of development land. In 2005, she incorporated a separate company specializing in the valuation of self storage. She took retired status with the Appraisal Institute of Canada in December 2015 and retains her RI designation with the Real Estate Institute of B.C. Candace is a former governor of the Real Estate Institute of B.C. and a former member of the National Appeal Board of the Appraisal Institute of Canada. Candace was appointed to the Board in February 2016.
